Mut Monitor v2.0 - ERROR 1002

I have a problem - Mut Monitor does not work under win 2003 server. It gives 1002 error during initialization stage - see attachment. The same version with the same hardware works Ok under win XP.

I have the same problem wit XP CZ OEM. I just need to change locate settings from Czech to ENG UK and it works. This looks like locale problem in some library.
